It is for now not possible to rearrange LaunchPad on APFS formatted drives.

If experiencing an empty Other folder in LaunchPad
try deleting the .db files in ~/Library/Application Support/Dock ( -desktoppicture.db)
and reset LaunchPad from Sorty again.

Change color theme by going to preferences.
